The Energy and Security Act of 2007 has allowed for the following changes to air conditioners and heat pumps sold in the United States. These new standards went into effect on January 1, 2023. There are different rules for certain parts of the country. (See the regional map and table below).

The national standards do not affect any heat pumps in any zone manufactured prior to the effective date of January 1, 2023. They also do not affect and 13 SEER air conditioners manufactured prior to the effective date of January 1, 2023 if installed in the North Zone ONLY.
